Position Summary

The Project - Grant Manager will be responsible for the full lifecycle administration, compliance management, reporting, and coordination of federal funding received through CDBG and FEMA programs. This position requires deep familiarity with federal grant regulations, cross-agency coordination, documentation standards, audit preparedness, environmental compliance processes, and reimbursement mechanisms. The successful candidate must be capable of managing complex regulatory frameworks, identifying compliance gaps, and ensuring all funding conditions are fully satisfied.

 

Key Responsibilities

• Lead full project lifecycle management from planning through close-out / Lead grant administration from planning through close-out

• Ensure compliance with all grant funding conditions and regulatory requirements

• Manage reporting, documentation, cost tracking, and audit readiness

• Develop and maintain project schedules, budgets, and risk registers

• Oversee procurement processes and contracting standards / contract administration

• Monitor eligibility of costs and ensure proper allocation between funding sources

• Identify risks, compliance gaps, and corrective action measures

• Coordinate contractors, consultants, public authorities, and funding agencies

• Monitor construction progress, quality standards, and HSE compliance

• Manage change orders, claims, and stakeholder communications

• Ensure proper record retention and close-out documentation / project delivery within scope, schedule, and budget

 

 

Required Qualifications & Competencies

• Minimum 10 years of experience in federal grant management

• Proven experience administering CDBG and/or FEMA Public Assistance funding

• Proven experience managing federally or publicly funded grant programs

• Strong knowledge of compliance frameworks, financial controls, reporting obligations, audit processes, and 2 CFR Part 200 (Uniform Administrative Requirements)

• Advanced knowledge of HUD and FEMA compliance frameworks

• Experience with federal reimbursement-based funding structures

• Demonstrated experience working with public authorities, funding agencies, and governmental or quasi-public entities

• Solid experience in construction phase management and contract administration

• Demonstrated experience managing projects exceeding $50 million in federal funding

• Experience coordinating environmental review processes under HUD (ER/LOERD) preferred

• Bachelor’s degree in Public Administration, Finance, Engineering, Planning, Construction Management, or related field (required)

• Strong leadership, negotiation, stakeholder management, and multidisciplinary team management skills

• Excellent documentation, audit preparation, analytical, and gap-assessment skills

• Advanced proficiency in project planning and reporting tools (e.g., MS Project, Primavera, Excel)

• Strong written and verbal communication skills (English required; Spanish preferred)

• High level of organization, attention to detail, and ability to work under strict regulatory timelines

• Based in Puerto Rico or willing to relocate

 

 

Preferred Qualifications

• FEMA PA certification or equivalent federal grants certification

• PMP (Project Management Professional) certification or Master’s degree in Public Administration (MPA), Finance, Project Management, Urban Planning, or related discipline

• Experience in post-disaster recovery programs

• Experience in concession-based infrastructure environments

• Experience in large-scale infrastructure or port/marine projects
